The biggest problem with these types of elements is that they can't be understood by user agents and therefore are not accessible to those who rely on those agents.

However, incompatibility isn't the only reason. Flashing and scrolling text can be difficult for just about anybody to digest. So, it's just good practice to avoid those types of things altogether. But if you still use them you need to give the usert the option to turn it off.

Auto-refresh and auto-redirect are also discouraged. These can be confusing to users and like scrolling or blinking text are not compatible with screen readers an dother user agents.
